Besent: tariff refunds are a 'corporate bonanza'

Treasury Secretary Scott Bessent has described the refund of tariffs imposed under the International Emergency Economic Powers Act (IEEPA) as a "corporate boondoggle," emphasizing that the refunds are primarily benefiting large corporations rather than consumers. As of July 31, 2026, approximately $100 billion of the $166 billion in collected tariffs had been refunded to importers, with checks issued directly to the corporations. These refunds, which include interest, have significantly boosted corporate profits, with Nike, Apple, and Sony receiving windfalls.

Bessent has argued that the refunds represent a transfer of funds from the U.S. Treasury to corporations, with no mechanism in place to return the money to consumers who were allegedly burdened by the tariffs. He has also noted that the refunds are not free, as they undermine projected deficit reduction benefits. Despite the Supreme Court’s ruling against the IEEPA tariffs, Bessent has stated that the administration plans to use alternative legal authorities—such as Sections 122, 232, and 301—to maintain tariff revenue levels.

The Treasury has sufficient liquidity to cover any refunds, with over $774 billion in cash reserves. However, Bessent has indicated that any refunds would be distributed gradually over weeks or even months. The ongoing debate highlights the tension between corporate interests and public policy, as the administration seeks to balance economic strategy with legal and fiscal responsibilities.
