Circle Internet Group, Inc. (NYSE: CRCL) has received conditional approval from the Office of the Comptroller of the Currency (OCC) to establish First National Digital Currency Bank, N.A., a national trust bank that will operate under federal oversight. This milestone follows the submission of its application on June 30, 2025, and aligns with the company’s broader strategy to strengthen the infrastructure supporting its USDC stablecoin and comply with the requirements of the GENIUS Act, which became U.S. law in July 2025.

Once fully approved, the bank will oversee the management of the USDC Reserve on behalf of Circle’s U.S. issuer and will offer fiduciary digital asset custody services to institutional customers. The conditional approval underscores the OCC’s commitment to fostering innovation within the federal banking system while maintaining rigorous regulatory standards.

Circle’s application builds on its history of pursuing regulatory clarity across jurisdictions, including its early adoption of the New York Department of Financial Services (NYDFS) BitLicense in 2015 and compliance with MiCA framework in 2024. The approval also reflects the growing integration of digital assets into the traditional financial system, as the OCC continues to support conventional and innovative financial services.
