China’s Fifteenth Five-Year Plan (2026–2030) prioritizes safeguarding national security through strategic domestic consolidation, emphasizing resilience amid global uncertainties. The Plan underscores technological self-reliance as a cornerstone, driven by sustained U.S. export controls and geopolitical friction. Key sectors such as artificial intelligence, quantum computing, and advanced manufacturing are institutionalized to reduce dependency on external technologies, ensuring long-term industrial and economic stability according to the plan's strategic priorities.
Financial revitalization is pursued through controlled innovation rather than liberalization. Speculative finance is curbed, while capital is directed toward strategic priorities like digital currency infrastructure and industrial upgrading. The digital yuan (e-CNY) has seen rapid adoption, with cumulative transactions reaching RMB 14.2 trillion by September 2025, reflecting efforts to modernize financial systems while maintaining state oversight.
