Vietnam's NDAChain National Blockchain Supports 3600 TPS and Digital ID Integration

Vietnam has launched NDAChain, a national permissioned blockchain platform designed to underpin its digital infrastructure and advance Web3 adoption. Developed by the National Data Association (NDA) and operated by the Data Innovation and Exploitation Center under the Ministry of Public Security, the platform integrates with the National Data Center and supports 3,600 transactions per second (TPS) using Proof-of-Authority (PoA) consensus and Zero-Knowledge Proof (ZKP) technologies. The system, launched on July 25, 2025, features 49 validator nodes operated by government agencies and private firms such as Zalo, SunGroup, and Sovico. It aims to address scalability, transparency, and security challenges in centralized data systems while aligning with Vietnam’s National Blockchain Strategy [1].

NDAChain’s architecture combines permissioned access with public utility, enabling institutions to deploy smart contracts and verify identities through integration with Vietnam’s VNeID digital ID system. The platform introduces two key applications: , a decentralized identity solution for secure online transactions and public services, and , a product traceability system compliant with GS1 and EU EBSI standards. NDATrace assigns unique digital passports to products via QR codes or RFID chips, enabling anti-counterfeit measures and global supply chain integration [1].

The initiative aligns with Vietnam’s regulatory framework outlined in Decision No. 1236/QĐ-TTg (2024), which aims to establish 20 major blockchain platforms, three testing labs, and a top 10 Asia position in blockchain research. With 20 million crypto users (20% of the population), Vietnam already ranks among the top five countries globally in crypto adoption, according to Chainalysis. NDAChain is positioned as the government’s flagship Web3 infrastructure, supporting future services like blockchain-based e-notarization, digital education certificates, and healthcare records [1].

Vietnam’s hybrid model balances control and innovation, contrasting with China’s centralized BSN, the EU’s EBSI, and South Korea’s Klaytn. By adhering to international standards such as W3C DID and GDPR, NDAChain emphasizes interoperability while encouraging private-sector development through Layer 2 applications. The government’s roadmap includes expanding the platform to local governments and academic institutions by 2026, alongside incentives for startups to build on its infrastructure [1].
