The counselor acknowledged that the situation is "combustible" and that if the U.S. proceeds with unilateral tariffs, it could lead to retaliation from major trading partners. Navarro also noted that the Trump administration has threatened to send tariff letters to countries that have failed to reach an agreement, with tariffs as high as 70 percent set to take effect in August.
Navarro underscored the challenges in negotiating with countries that have diverse interests and complex domestic politics. He pointed out that while the U.S. has significant leverage as the world's largest consumer market, other countries are less willing to make large trade concessions due to factors such as pride and sovereignty.
The counselor also addressed the legal challenges facing the administration's tariff policies. In May, a U.S. Court of International Trade ruled that Trump's use of the International Emergency Economic Powers Act (IEEPA) to impose tariffs was illegal, casting doubt on the basis of the "reciprocal" tariff plan. However, the ruling has been stayed pending an appeal.
Navarro concluded by emphasizing the importance of maintaining trade détente with China and other major economies. He suggested that markets are currently responding positively to the trade détente and better-than-expected economic data. However, he warned that any further erratic flip-flops from the administration could cause market turmoil.
