Treasury issues license for Rosneft Deutschland transactions

The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) has issued General License 129, authorizing transactions involving Rosneft Deutschland GmbH and RN Refining & Marketing GmbH, subsidiaries of Russia’s state-owned energy company, Rosneft PAO according to OFAC's announcement. The license permits activities such as transactions related to the wind-down of operations and compliance with legal obligations, effective until 12:01 a.m. EDT on April 29, 2026. This action follows ongoing U.S.-Germany negotiations to resolve ownership uncertainties affecting Rosneft’s German assets, with the Trump administration reportedly considering a temporary sanctions exemption to facilitate a transition as reported.

OFAC also amended FAQ 1216 to clarify the scope of authorized activities under the license and updated its Specially Designated Nationals (SDN) List, removing entities and individuals linked to political and business interests in Bosnia and Herzegovina.
