Mississippi regulators approved Elon Musk’s xAI to construct a power plant featuring 41 natural gas-burning turbines in Southaven to support its data centers, despite community and environmental concerns according to CNBC. The Mississippi Department of Environmental Quality (MDEQ) authorized the project, which will power xAI’s Macrohardrr data center and existing Colossus 1 and Colossus 2 facilities near Memphis, Tennessee as reported. The decision followed a contentious process, with advocates arguing the permit hearing conflicted with the state’s primary elections and failed to address residents’ noise and air pollution complaints according to local reports.

Environmental groups, including the NAACP and the Southern Environmental Law Center (SELC), criticized the permit as legally flawed and harmful to public health, citing underreported emissions of nitrogen oxides, particulate matter, and formaldehyde in a press release. They also highlighted xAI’s prior use of unpermitted turbines at the Southaven site, which they claim violates the Clean Air Act according to SELC. A Harvard-led study estimated annual health damages from the proposed turbines could reach $30–$44 million, exacerbating air quality issues in already-polluted regions as documented.

xAI, now part of SpaceX following a February merger valued at $1.25 trillion, has positioned the infrastructure as critical to its AI ambitions and a potential SpaceX initial public offering (IPO) according to CNBC. The company has faced sustained opposition in Memphis and Southaven, with residents reporting health impacts and calling the project an example of environmental injustice as reported.

The NAACP and SELC announced plans to sue xAI over its unpermitted turbines, while MDEQ defended the permit as compliant with state and federal standards according to the state agencyand legal analysis.
