Microsoft and OpenAI Strengthen Collaboration in Research and Engineering

Microsoft and OpenAI have reaffirmed their commitment to advancing artificial intelligence (AI) through a deepened partnership focused on research, engineering, and product development. The collaboration, which began in 2019, has evolved into a cornerstone of the AI industry, characterized by mutual technical integration and long-term innovation goals.

A key element of the partnership is Microsoft’s continued role as the exclusive cloud provider for stateless OpenAI APIs, ensuring access to Azure’s global infrastructure for customers and developers. This arrangement remains unchanged, with all stateless API calls—regardless of third-party collaborations—hosted on Azure. OpenAI’s first-party products, including the Frontier series, also remain hosted on Azure.

Financial terms of the partnership include a revised agreement signed in October 2025, under which Microsoft holds a $135 billion investment in OpenAI Group PBC, representing approximately 27% ownership on an as-converted diluted basis. The agreement extends Microsoft’s exclusive intellectual property (IP) rights through 2032, covering models and products developed until Artificial General Intelligence (AGI) is achieved. Post-AGI, IP rights will include additional safety guardrails, while research IP protections extend until 2030 or AGI verification, whichever comes first.

The partnership also allows OpenAI to collaborate with third parties for non-API products, though API-related developments remain exclusive to Azure. OpenAI has committed to purchasing an incremental $250 billion in Azure services, while Microsoft no longer retains a right of first refusal for compute provision.

Both companies emphasize flexibility for independent innovation, with OpenAI able to pursue partnerships like its recent $12 billion investment in CoreWeave, a cloud provider, and Microsoft permitted to explore AGI development with third parties. The collaboration underscores a balance between shared objectives and autonomous growth, positioning both entities to address evolving AI demands while maintaining competitive agility.

As the AI landscape matures, the Microsoft-OpenAI partnership remains a pivotal driver of technological progress, with financial and operational frameworks designed to sustain innovation and market responsiveness.
