GOP Sen. Grassley criticizes Treasury's Russian oil license
Senator Chuck Grassley (R-Iowa) has criticized the Trump administration's recent decision to grant a temporary license permitting India to purchase sanctioned Russian oil, calling the move inconsistent with U.S. sanctions policy and geopolitical objectives. The license, announced by Treasury Secretary Scott Bessent, allows India to buy Russian oil barrels already en route to the country but excludes new shipments. Bessent emphasized the measure is deliberately short-term and would not significantly benefit Russia's economy.
Grassley, a longstanding advocate for stringent sanctions against Russian state-owned enterprises, has co-led efforts to block Moscow's access to U.S. capital. He previously introduced the HEROIAM SLAVA Act with Senator Marco Rubio (R-Fla.), which seeks to sanction Russian entities like Rosneft and Gazprom that fund Putin's war efforts. In a statement, Grassley reiterated that "Russia's state-owned oil and gas companies fund Putin's war machine," and argued the Treasury's license risks undermining sanctions by indirectly supporting the conflict.
Senate Democrats have also condemned the decision, alleging it violates the Countering America's Adversaries Through Sanctions Act, which requires 30 days' notice to Congress before altering sanctions. They argue the move rewards Russia for aiding Iran's attacks on U.S. forces in the Middle East. The Treasury's rationale—that the license addresses stranded oil shipments without incentivizing new purchases—has not quelled concerns about broader implications for sanctions enforcement.
Grassley's criticism reflects broader bipartisan tensions over balancing energy market stability with geopolitical strategy, particularly as U.S. military operations in the Middle East drive up fuel prices. The senator has consistently urged expanded domestic energy production and sanctions compliance, framing Russia's aggression as incompatible with U.S. economic and security interests.
