Cyprus: A Regional Hub for Countering WMD Threats

Cyprus, strategically located at the crossroads of Europe, Asia, and Africa, has emerged as a critical hub for countering weapons of mass destruction (WMD) threats in the region. The Republic of Cyprus (ROC), in collaboration with international partners, has been actively engaged in training and capacity-building efforts to strengthen border security and prevent the illicit transit of WMD across its borders. This article explores the significance of these initiatives and their impact on regional security.

The Cyprus Center for Land, Open-seas, and Port Security (CYCLOPS), established in Larnaca with U.S. funding, has been instrumental in these efforts. Since its operational launch in March 2022, CYCLOPS has hosted over 400 participants from nine different nations, providing training on counter-IED, cybersecurity, and WMD incident response. This collaborative approach fosters regional cooperation and enhances the capacity of border security forces to detect and prevent WMD threats.


The training curriculum at CYCLOPS addresses the unique challenges posed by Cyprus' geopolitical context, including the division of the island and the illicit transit of people, narcotics, and other contraband through the Buffer Zone. By equipping participants with expertise in WMD-related countermeasures, CYCLOPS strengthens regional security and helps prevent the spread of WMD across borders.

Key performance indicators (KPIs) for measuring the success of regional security training centers like CYCLOPS include the number of trained personnel, diversity of trained personnel, types of training provided, reduction in WMD incidents, regional cooperation and information sharing, and feedback and satisfaction rates. These KPIs reflect the center's commitment to continuous improvement and its impact on regional security.


The political division of Cyprus, with the ROC controlling the southern two-thirds and Turkish Cypriots administering the northern third, has presented challenges to border security and counterterrorism cooperation between the two communities. However, regional security training centers like CYCLOPS have played a pivotal role in bolstering border security and counterterrorism efforts across the region. By providing specialized training and fostering international cooperation, these centers empower local authorities to effectively detect, investigate, and prevent the illicit transit of WMD and other contraband.
