ArcelorMittal, IDC continue talks over potential transaction

ArcelorMittal South Africa (AMSA) and the state-owned Industrial Development Corporation (IDC) continue advanced discussions for a potential transaction, with the IDC exploring a non-binding offer to acquire the struggling steelmaker's operations. The talks, which resumed after earlier negotiations collapsed in late 2025 over valuation disagreements, aim to secure a sustainable solution for AMSA, which has faced persistent losses due to weak local demand, high electricity costs, and competition from scrap metal recyclers and Chinese imports according to Reutersand GMK reports.

The IDC, AMSA's second-largest shareholder with an 8.2% stake, has previously provided 2.6 billion rand ($160.79 million) in loans to keep the company afloat. Earlier proposals, including a 8.5 billion rand ($523 million) offer in late 2025 that would have repaid 7 billion rand in debt to the parent company, were rejected by ArcelorMittal according to Bloomberg. Current discussions reportedly involve a gradual IDC takeover, with potential payments structured to retain ArcelorMittal's expertise for a limited period as reported.

AMSA has already mothballed two steel mills and an iron-ore mine, leaving operations limited to its Vanderbijlpark plant, which produces steel sheets according to Bloombergand GMK reports. The IDC views these facilities as critical to South Africa's industrial sector, while local stakeholders, including steel processors and labor unions, have advocated for government intervention to prevent job losses according to SteelOrbis.

No formal agreement has been reached, and ArcelorMittal has not disclosed details of the proposed transaction.
