The directive requires relevant units to research and disseminate the plan, with a focus on their respective functions and tasks. The ministry has also emphasized the importance of linking labor productivity to market development, technological innovation, and digital transformation. The Vụ Tổ chức cán bộ unit has been tasked with leading the effort in collaboration with other state management units, educational institutions, research centers, industry associations, businesses, and relevant organizations.
