If td sequential shows a 1 is this a buy signal

In the context of the TD Sequential indicator, a value of "1" does not represent a buy signal. In fact, it is not a signal at all, but rather the starting point for the Setup phase of the indicator.
The TD Sequential indicator generates numerical values from 1 to 9 (or 1 to 13 in the Countdown phase) on the chart. These values do not directly correspond to buy or sell signals. Instead, they represent sequential counts that help identify potential trend exhaustion and reversal points.
A value of "1" indicates the beginning of the Setup phase, which is the first step in the process of identifying a potential reversal. The Setup phase must complete with a consecutive count of 9 (for a bullish reversal) or 9 in reverse (for a bearish reversal) to generate the first buy or sell signal.
Therefore, a value of "1" on the TD Sequential indicator does not represent a buy signal, but rather the initiation of a process that could lead to a buy signal if the subsequent counts complete the required sequence.
